The International Day of Persons with Disabilities (IDPD) is observed each year to promote the rights, wellbeing, and full participation of persons with disabilities. In Cambodia, the National Day of Persons with Disabilities (NDPD) also recognises progress made and the ongoing challenges faced by persons with disabilities and supports continued action for inclusion across society.
On 11 Dember 2025, the Australian Government, through Australia Cambodia Cooperation for Equitable Sustainable Services, Phase 2 (ACCESS 2), supported the 43rd International Day of Persons with Disabilities (IDPD) and the 27th National Day of Persons with Disabilities (NDPD) in Kampong Speu Province, under the theme: “Promoting Disability Inclusion Across All Sectors for Social Progress.”
This event reinforced that disability inclusion is a shared responsibility, requiring collaboration across government, service providers, and community stakeholders so that persons with disabilities can participate equally, access support services, and have their voices heard.

Objectives of the event
The event aimed to:
- promote a meaningful and inclusive celebration of the 43rd IDPD and 27th NDPD in Kampong Speu, strengthening disability inclusion and community led initiatives
- raise awareness among local authorities, service providers, and the public about the rights and capabilities of persons with disabilities
- strengthen the capacity and leadership role of the Provincial Disability Action Council (PDAC) in Kampong Speu to coordinate disability related activities
- facilitate access to critical social assistance programs, health, and rehabilitation services for persons with disabilities and their families
Key highlights
As part of the program, representatives from the Provincial Department of Social Affairs, Veterans and Rehabilitation, the Provincial Department of Women’s Affairs, and Organisations of Persons with Disabilities (OPDs) shared information on key services and support available in Kampong Speu. They also highlighted practical initiatives including:
- the disability identification program
- physical accessibility initiatives
- counselling rooms that can support persons with disabilities, including women with disabilities affected by gender-based violence
In her opening remarks, H.E. Kou Sok Phou, Deputy Provincial Governor of Kampong Speu, acknowledged the efforts of PDAC, relevant departments, and OPDs in strengthening the disability sector in the province. She also expressed appreciation to the Australian Government, through ACCESS 2, for continued support to persons with disabilities in Cambodia.
Ms Sophia Cason, Team Leader of ACCESS 2, recognised the progress achieved in Kampong Speu through capacity development for relevant service providers and continued support to local systems, to help ensure that no one is left behind.
Through ACCESS 2, the Australian Government works in partnership with the Royal Government of Cambodia and local stakeholders to strengthen coordinated services, including for persons with disabilities and survivors of gender-based violence, so that people can access quality support when they need it.
