Bringing Key Stakeholders Together to Strengthen Inclusive Services in Cambodia

In February 2026, national and subnational stakeholders gathered in Phnom Penh for the six-monthly coordination meetings across the Gender Based Violence, Disability Inclusion and Rehabilitation workstreams. The meetings were supported by the Australian Government.

Representatives from the Ministry of Women’s Affairs, Ministry of Social Affairs, Veterans and Youth Rehabilitation, Ministry of Health, Ministry of Justice, Disability Action Council, Sub National Administrations, Strategic Implementing Partners and Organisations of Persons with Disabilities came together to review progress from July to December 2025 and identify priorities for the months ahead.

Under the Gender Based Violence workstream, discussions focused on strengthening community level response, improving psychological support within health facilities, and clarifying civil compensation processes in criminal cases. Technical collaboration between the Ministries of Justice and Health remains central to improving coordinated support for survivors.

Across the Disability Inclusion and Rehabilitation workstreams, stakeholders reviewed progress on strengthening disability identification systems, advancing disability inclusive Commune and Sangkat budgeting, improving early identification and referral to rehabilitation services, and reinforcing the capacity of Organisations of Persons with Disabilities.

Participants also discussed strengthening referral pathways for disability cards and social protection mechanisms and continuing to build the rehabilitation workforce.

Government representatives highlighted the importance of reliable data, intersectoral collaboration and strong sub-national engagement to improve service quality and accessibility.

Representatives from the Australian Embassy acknowledged the commitment of Cambodian partners and reaffirmed Australia’s support for inclusive, coordinated systems that respond effectively to the needs of people with disabilities and survivors of violence.

The meetings concluded with agreed actions to strengthen coordination, improve service quality, and ensure ACCESS 2 activities remain aligned with Royal Government of Cambodia priorities.

Through continued partnership and structured dialogue, ACCESS 2 supports Cambodia’s efforts to build inclusive systems that leave no one behind.
