ACCESS 2 Governance Arrangements and Structure

The ACCESS 2 governance structure is designed to strengthen Royal Government of Cambodia (RGC) ownership at all levels of the program. It also leverages RGC-run Provincial Disability Action Councils (established in 2014) and Provincial GBV Working Groups (established in 2020) as mechanisms at the provincial level, contributing to program’s sustainability efforts.

ACCESS 2 STEERING COMMITTEE (ASC)

The ASC meets annually to provide strategic oversight of the program’s progress, performance, and risks, and to ensure alignment with RGC priorities. ASC members lead engagement with key stakeholders across the RGC, development partners, and other sectoral stakeholders on issues related to GBV, disability inclusion, and rehabilitation, in support of the program’s outcomes.

THE DISABILITY INCLUSIVE, REHABILITATION & GBV WORKSTREAM MEETINGS

The Disability Inclusion, Rehabilitation, & GBV Workstream Meetings are established at the national level. These workstreams meetings are co-led by the lead ministry/institution and ACCESS 2. Participants of these workstreams meet semi-annually.

PROVINCIAL COORDINATION COMMITTEES (PCCs)

PCCs have been established in the four target provinces and meet six months to strategically assess program progress and risks, while ensuring alignment with provincial priorities. PCCs are co-chaired by the Deputy Provincial Governor and the Program Team Leader and include representatives from Provincial Department of Women’s Affairs (PDoWA), Provincial Department of Social Affairs, Veteran and Youth Rehabilitation (PoSVY), Provincial Disability Action Council (P-DAC), Provincial Department of Health (PHD), DFAT, selected Organisations of Persons with Disabilities (OPDs), selected Women’s Organisations, and the Program Team Leader. Other relevant representatives from line departments or institutions are also invited to join PCC meetings depending on the topic of discussion.
