ACCESS 2 strengthens Monitoring, Evaluation and Learning practice with Strategic Implementing Partners

Monitoring, Evaluation and Learning (MEL) is a core part of ACCESS 2 program management, supporting accountability, adaptive learning, and evidence-based reporting in line with DFAT MEL and Reporting Standards.

On 16 to 17 December 2025, ACCESS 2 held a two-day MEL refresher training workshop at the Cambodiana Hotel in Phnom Penh for its Strategic Implementing Partners (SIPs), bringing together MEL and project management staff from ACCESS 2 and partner organisations.

The workshop focused on practical ways to strengthen the quality and consistency of MEL across workstreams, including:

  • strengthening MEL fundamentals and applying Theory of Change and results frameworks in practice
  • clarifying ACCESS 2 indicators and the six-month reporting process, and reflecting on alignment between SIP indicators and ACCESS 2 indicators
  • sharing MEL practices, including Exceed’s client satisfaction survey and reflections from the ACCESS 2 Strategic Refresh
  • building skills in writing operational context, case studies, and communication and publishing requirements
  • mapping MEL activities for January to June 2026 and identifying areas for collaboration, alongside an update on the upcoming Mid Term Review

Participants highlighted the practical value of the sessions. Ms Thon Nithi, MEL Officer with CARE Cambodia, said the training “gave me a clearer understanding of the main objectives of ACCESS 2”, and helped strengthen her understanding of indicators and report writing requirements. Mr Veasna Phoeun, Program Coordinator with the Cambodian Disabled People’s Organisation (CDPO), noted the training’s importance for improving implementation quality, particularly reporting. Mr Chhorn Tola, Project Manager with OIC Cambodia, also highlighted learning on communication guidelines, including developing documents and social media posts.

ACCESS 2 works with the Royal Government of Cambodia and 13 SIPs to strengthen systems and improve access to quality services for survivors of GBV and persons with disabilities in target provinces.
