Australia’s Australia–Cambodia Cooperation for Equitable Sustainable Services – Phase 2 (ACCESS 2) program is working towards two end-of-investment outcomes (EOIOs): (1) higher-quality gender-based violence (GBV) and disability services reaching more people in target provinces, and (2) national and sub-national planning that responds to the priorities of survivors and persons with disabilities.
A reflection workshop held in Kampot in early 2025 confirmed that members of provincial and district GBV Working Groups (GBV WGs) needed stronger skills to monitor service quality and to use Performance Expectations 11 and 13 (PE11 & PE13) effectively. Responding to this gap, ACCESS 2 convened refresher training sessions for GBV WG members and Strategic Implementing Partners in Kampong Speu, Kampong Cham, Siem Reap and Ratanakiri provinces.
What the training covered
- Monitoring tools – practical, scenario-based exercises on the GBV service monitoring checklist (client satisfaction, legal support and Minimum Standards of Basic Counselling with referral).
- Performance Expectations – step-by-step coaching on collecting, scoring and interpreting PE11 & PE13 data.
- Data analysis & presentation – turning raw monitoring data into clear findings and actionable recommendations.
- Collaborative planning – drafting provincial workplans to guide joint monitoring visits and timely feedback to service providers.
Early results
A post-training assessment showed that every participant moved out of the 1–5 (low) score band; half achieved 6–10 (medium) and the remainder 11–16 (high). Participants reported greater confidence in applying PE11 & PE13 consistently, analysing data, and presenting results to frontline providers for quality improvement.
Provincial leadership endorsement
H.E. Pang Dany, Deputy Governor of Kampong Cham, praised the initiative, noting that the “support is a vital part of strengthening quality GBV services” and aligns with the Royal Government’s shift to results-based monitoring. She encouraged non-attending officials to review the training materials and brief their supervisors, underscoring local ownership of quality assurance.
Next steps
Over the coming quarter, GBV WG members will:
- Implement the monitoring checklist and PE11 & PE13 in all ACCESS 2 sites.
- Compile and analyse results for discussion at quarterly coordination meetings.
- Work with service providers to address identified gaps and track progress.
By equipping GBV WGs with practical monitoring skills and tools, ACCESS 2 is helping frontline actors deliver survivor-centred, accountable and continuously improving services, bringing Cambodia closer to its goal of safe, inclusive support for all GBV survivors.
